To be eligible for this program participants must meet all of the criteria below:

   1.      Self-identify as having a permanent physical or mental impairment that restricts their ability to perform daily activities, and
   2.      At the time of requesting assistance:
         1.            Be unemployed and want to return to work,
         2.            Be legally entitled to work in Canada,
         3.            Require assistance to prepare for, obtain and keep employment, and
         4.            Normally not be an insured participant under the Employment Insurance (EI) Act, that is:
               1.                  in receipt of EI benefits; or
               2.                  for whom an unemployment benefit period has been established or has ended within the 36 months prior to the date of requesting assistance, or
               3.                  for whom a claim for maternity or parental benefits has been established within 60 months prior to the date of requesting assistance, after which the individual remained out of the labour market in order to care for a newborn or newly adopted child and is now seeking to re-enter the labour force.
